    Not just in LA

Southern California stretching down to San Diego, and not just the rich and famous affected.

California is a richer State than Louisiana, much of the money that is spent will be from the State rather than Federal.

The US Government cannot intervene until they are invited to by the State - one of the criticisms following Katrina was about how the State of Louisiana handled it in not requesting assistance earlier.
