... I just used that titled as a wind-up; I hate it too. Just like I hate give-and-go (one-two). Anyway, I thought many years ago rules were changed that a penalty run-up had to be a fluid single movement; no stopping and starting. Was this abandoned, or changed? I don't like how many penalties are taken these days. Just my 2¢.
You can't come to a full stop. So you're allowed to "stutter" your run up so long as you don't stop. I recall Son Heung Min being penalised for it a few years ago for Spurs. It's irrelevant anyway because if you stutter your run up, you're effectively sabotaging yourself and making your penalty easier to telegraph, in my opinion.
