sampling music advice

is there any program i can use to sample part of a track on the laptop e.g for putting a snippet onto my mobile phone. I have windows media player but the help does not help much. Thanks

Walked to chesterfield but never worked at the club - remember the sore feet well! Will have to do it again in better circumstances.

 

OH YES I DID! Never worked at the club tho! Was the one carrying the big flag.
