Because consequences of actions are taken into account There are specific offences of causing death by ... dangerous driving, being drunk in charge etc. There have to be or you either let people get away with killing people by only giving them a 12month driving ban when caught over the limit regardless of whether they were caught in a random check or at a fatal or you have to jail every drink driver for 10 years. It’s the same in all other areas of law. Manslaughter is often brought were someone does something stupid and kills someone, if they had done a similar stupid thing and no one got hurt they wouldn’t be up on such serious charges
