I'm maybe being a bit dense but surely if there's room to relocate upstairs for a lower rent they could do so. There are always differences in rent due to location surely?
the markets struggling. They cant shift the vacant units they have now due to the less than generous terms offered by the council. The difference between the two floors is footfall. Upstairs I read gets about half the trade downstairs does. Why not lower the rents downstairs? And at least give all the traders a fighting chance of making a living?
mate of mine was upstairs but moved down at £3000 for the move ( power cables and other stuff) simply because of the footfall or lack of it upstairs...................... dunno all i know is what he told me

I'd go with that. When you need £500+ turnover week as a minimum just to cover your basic overheads ie rent, lecky you need a hell of a lot of passing trade. And thats before you think about your supplier costs and your own wages. the only plus side of the market in its current guise is that its cheaper for some businesses to take on vacant shops!

I was involved in the purchase of Utilities for around 80 Local Authorities and bought the Gas, Electricity, Liquid Fuel ( Gas Oil and Diesel), Coal and Biomass for all of them including Barnsley MBC. Barnsley Market had two sub stations and so annually I was tasked with working out the cost of the electricity per kilowatt hour to the entire Market site from the half hourly data and associated other costs. Once I passed that information on to the Market Department Manager I don't know what he did to recharge the tenants, but by buying electricity "flexibly" on the open wholesale market, I knew that Barnsley MBC's prices were always on the leading edge and were extremely competitive. I'm not certain, but I would think that the majority of the sites are Sub 100 kW and with the development within the Industrial and Commercial sector, each site might have its own Smart meter, so the recharge process will probably now be much easier and very accurate.
The moor was "half price rents" for the 1st year. Soon as they went full price people struggled and stalls closed. They reviewed them and put them back to half rents but i dont know if thats changed. Still a few empty units though.
