    i have an old phone that my brother wants. Problem is I can’t remember the pass code for it. Will he be able to unlock it?

    If it's an iPhone, no. Most android phones will likely have a way in, but it will depend on the model.

    Android phones, you can factory reset from recovery (usually pressing and holding power and vol down buttons from powered down state).
    Once reset it will require you to log into a previously used Google account then reset again from the settings menu
