This is something I've always wanted to do, hand on heart over the years I spotted many good players at lower level clubs home and abroad who've gone onto good or great things. However the one thing you can't measure, especially due to Covid is a players personal attributes due to not being able to get close to them.
Due to Covid there's going to be plenty of young players cut by academies, and smaller clubs looking to cash in on their better players.
Due to Brexit the pool of players will also be a lot smaller. Teams are going to have drill down the fine details. Top level Under 23 football isn't much better than league 2 or conference football at times. Would a youngster just sign to maintain a wage, would a player want to leave a big city / Premier league setup / or move up North.
The amount of under 23 players with 30-50 games under their belts is nominal. Many of which take time to find their feet at lower league clubs due to the physicality and football intelligence needed.

Kinda off topic but I remember years back I got chatting to a scout, he was at our game v Ipswich when Vaz Te scored after about 15 seconds. Well anyway he was working on behalf on Villa, and was giving it the big I am and just being an absolute **** in general. Next thing I turn round and he’s not there. His seat hadn’t been unfolded (wooden seats in the west upper) he’d gone to sit down and fell flat on his arse throwing his cuppa all over him. Brilliant scenes!
