I'd say he already is. They were criticised last time they were in the Premier League for not spending. They've added a few, sold the odd one or two, and gone straight back up with what would probably have been a healthy bank balance, had it not been for covid.
I said this last season when the play-offs started to look like a realistic target. People have gone on about how Brentford is the club we should be looking to emulate, but I believe Norwich are the club. Go up and down, slowly strengthening the club and infrastructure until you have the set up to stay in the top flight.
