I know sod all about grass (hehe) but aren't there basically two levels of seasonal maintenance for the pitch? One is to strip off the very top surface and reseed it which is done yearly and the other is to take away the sub layers too and completely relay the lot which is done every few years

They have relaid the patches of mud to resemble last year's pitch. It's special mud. It will be painted green don't worry.

I would have thought it would be the football club not the ground owners as they would want to dictate the quality of grass/budget etc spent on it. I admit that is purely a logical guess so I could be completely wrong.
