I hope this is wide of the mark. Going back for someone who's previously turned the role down doesn't exactly inspire confidence about him. I'd prefer my anonymous foreign coaches, for whom the role is an apparent step up on their career ladder, to have been willing to make the move at the first opportunity.
I disagree. For me, it depends on the reason for the rejection. I believe he had unfinished business with his current team at the time, which I respect.

We are a Championship club. Why oh why are we dicking around with unknown managers? If the Management were serious about trying to achieve the best for our club then they need to buy a proven quality bloke. And thus progress us forward. Ridiculous cheap gambling tactics.
Don’t know anything about this guy, but unless he’s at least got experience of the europa league, as a step up from his domestic league (like Ismael and Struber had), then I’d say this is a massive gamble. More of a gamble than Flynn, and considerably more of a gamble than Alex Neil or Neil Warnock.
