It's simple in principle, but lets not forget, the club, the owners and the board are 3 different things.
The owners appoint the board and supply the funds to run the club they own, not difficult, especially given the money that they have, are and will have to further simply pump in whilst we are in L1 or lower. Promotion would save them a bomb.
Far too many punts under the system, too many don’t work out. Over to Duff to make summat out of Cotter and Shaw. Neither are ready now.
You say this though, but some of our punts have been profitable. I see no issue with punts as long as it doesn't interfere with our main targets. We'll never know if they do or not.
Majority of transfers at all clubs don’t work out, that’s a fact of Football, signing bigger fees in theory should increase the chances but even that offers no guarantees.
Signing players that can’t get a game in the Irish or Scottish Prem are what I’d call punts. What do you call them?

Time will tell. One paced but looks decent compared to Benson, Kane and Wolfe. Maybe we can flog him and recruit from the lowland league this time

Adam Hamill, rejected by Rotherham and had trials at Bolton and Partick Thistle before signing for us would also qualify as a punt then.
Very very little. I get bored of self proclaimed super fans lapping up mediocrity. We’ve signed two players who can’t get games in poor leagues and folks won’t say a word.
