The most bizarre thing about these proposals is some people are reading it as there will be automatic promotion if a team graded B finishes bottom, and another B team wins the Championship, while others are saying the Championship team needs to score higher based on non-playing factors. So clubs have voted through something where they don't seem to know what it is.
They were just really badly managed. They paid money they couldn't afford for players that were past their best (Iestyn Harris being the most high profile example), and they gradually declined over the years that licensing was in.
Any league system which does not operate on sporting merit as primary factor is moribund, especially in a country where the idea of promotion and relegation is hardwired into our understanding of what makes an exciting competition.
I think the top and bottom of these proposals are to keep the chosen few in Super League and the club's who the media people see as embarrassments out.
