    38000 as a percentage of 740000 is just over 5%
    20000 as a percentage of 240000 is just over 8%.
    So pro rata we are doing better than them.

    It used to be 400,000 pre local government reorganisation I e when the 4 South Yorkshire boroughs were introduced in 1972. Sheffield swallowed Chapeltown, Stocksbridge etc to make it the 500,000+ it is today.
