Bit of car help anyone please re buying new car

Looking to change my current car, not sure if worth going for brand new, I do 25k miles or so a year so lose value quickly, looking at a 2 year old skoda Octavia with 9,000 miles on clockOctavia, £19 .....was originally thinking of going for a more expensive car but not sure, anyway....do dealerships negotiate lower prices nowadays, what is the second hand car market doing (last time I looked several years ago the forecourts were busy with punters, today very few about, what sort of extras would I be able to negotiate ie services, tank of petrol etc,. Any suggestions, help greatly appreciated.....
