I think the clause would be more like "£250,000 payment when making senior international debut". The country is irrelevant.
Even if he wasn't i still think it counts? Its how a lot of clubs get money from youth players. Not sure mate. Id suspect Everton were smart enough to put clause as only England though surely? Lots of players have availability to lower ranked nationalities, Jamaica, Seychelles, Montserrat, Gibraltar etc. Id be surprised if they counted? Hope so though!
