Panesar is the better bowler likely to get wickets but he can't bat for toffee.  Giles will limit runs being scored at one end but won't win a test match with his bowling.  However he can bat.  So what Fletcher is saying is he doesn't trust his batsmen to score enough runs.  Panesar would have been a choice that said to Australia - our batsman are good enough and we are coming after you.   Like playing 5-4-1 instead of 4-4-2.  First blood to the aussies on the mental battle.
