    Why do they do that?

    Not medically inclined but what difference does it make if you have eaten/drunk something??

    If the procedure involves general anaesthetic

    It has to be on an empty stomach otherwise you are highly likely to vomit and choke on it.

    Depends on what they are doing. If they want to check stomach, or bowels then I believe it's better for the contents to be emptied first.
