No, he meant changing back to the clubs again, like 30 years ago when no clubs went into administration because they didnt give the players fantastic wages like today. When your one of hundreds looking for work the advantage will be with the employer dont you think?
The obscene wages bubble is long overdue bursting sadly in the premier league there are still no signs of this happening and until we see the premier league implode we, and other clubs like us, will continue to feed from the crumbs that are thrown from the top table. Even small changes will help us though so if Hill can get some decent players in for sensible wages I'll be happy.
