A question about bullying

    How can it be bullying when the person being the supposed victim is the instigator?

    In a school yard if one lad deliberately tries causing trouble and somebody has a go back at him then how on earth can the person retaliating possibly be considered the bully whilst the constant instigator is considered the victim? I know the answer to that and it is that they wouldn't be. The one instigating every day would be expelled and NOBODY would say he is bullied
