Got some Leylandii at the front of the garden - about 7-8 metres across and 15ft in height - house sits just within a conservation area Do I need consent to reduce their height by half ?
I needed some tree work once. I put up a sign in the front garden saying " Tree Fellers Wanted". I heard two Irish men walking by. One said to the other "it's a pity there's only the two of us!". Boom boom.
No problem. Cut them in half. Only restrictions are when you have a TPO on an area of land and generally it only applies to hardwood trees.

I once amputated a twig from an oak. Wouldn't go so far as to call myself a surgeon like. It's more of a hobby than a profession. I do like playing with sticks though.
I once snapped a lolly pop stick in half, it wasn't brute strength or anything, I'd put it in my bike spokes and peddled too hard.

They should reply to you, if they don't get back in touch and get their reply in writing even if it's just that you don't need permission, I always do this especialy with things such as planning permission etc. rules change over the years and it's better to have a signed letter from the time frame that you applied. Remember, council departments that have the power of yes or no are more than likely run by self important jobs worths, always cover your back.
