anybody know who is responsible

For a piece of leaking lead pipe at the bottom of our garden, its just on our property. It's not connected to our incoming mains water as our meter is not going round and the stoptap doesnt stop it pi$$ing out water. Yorkshire water are sending someone to take look at at but I can't see it being my responsibilty can it?
