Atleti's penalty

    Anyone know what the rules are for an incident occurring in/outside the penalty area?

    Looking at last night's penalty, it appeared to me that while both players' feet appeared to be outside the box, both were leaning towards the box and the contact which brought Greasman down which was in the upper body area looked to me to be more or less on the line. In football of course the line is IN and there is no concept of "touch" like in rugby where a player can be completely off the pitch but not in touch unless he touches the ground.

    All the pundits were adamant that it was not a penalty and I would have to say that if this was given against us I'd be unhappy (but then again I'm always unhappy about penalties against us.....).
