    Typical council logic.

How long is the consultancy period for? If a 12 month consultancy contract costs £132k, and finds savings of £2m, that's good business. Isn't it?

depends, if all the consultant does is recommend cutting back staff then that doesn't require rocket science.

The 132k would pay their wages for a year and more

18 lads earn just 132k? Really? That's around £7300 annual salary. That's woeful, McDonalds pay more

At which point you'd still have to fine cost cutting measures.

Do I like that they are laying people off - no.
Do I like that they are employing someone on £11k a month on a short term contract - no.

Actually, I doubt they are paying one person this. It will most likely be the fee to a consulting firm and looking at pure business process, if it costs say £150k to achieve net savings of £2m that is actually good business practice.
