RE: Thought occured to me too agree with the second bit of that but there's no way he's turned down money unless the board attached conditions to that spending ie it must be on Parlour etc. Remember PC's "box office" comment? It's for the manager to bring in players. Sounds to me like he's not been given a budget and told to speand it how he likes.
