I'd strongly recommend that he contacts his local vet for advice and milk supplement (Welpi) unless she has come round and is now feeding them herself. Your friend needs to leave her alone as much as possible as interfering too much will prevent her from doing her motherly duties.

He's got the milk but he's struggling. She fed them for a few days and then gave up. It seems all he can do is carry on feeding them and trying to get her interested. I'd considered saying he could drop half of them off with me but we're hoping she'll come back round and take over again.
I've asked at work and it looks like your friend is stuck with hand rearing and it is highly unlikely that she will come around to feeding the pups herself. I'd recommend that he takes the bitch and pups to a vet anyway as there is a possibility that the bitch is ill and that could be the reason that she has lost interest in the puppies.
