Been fined £25,000 for not appearing in the last league game of the season against Atletico Mineiro, who have also been fined and docked 2 points by the Brazilian FA. If this is true (it's being widely reported) then that is an absolute disgrace.

Sure I read yesterday that the game was allowed to be abandoned, but for formality the officials had to turn up to the stadium and call it off.

Fortunately the OP has been misinformed - There would be a national outcry in Brazil if they had been penalised for not fulfilling the fixture.

What I find really strange in the BBC link is this

    "
A Bolivian official, Celia Castedo, says she warned Mr Quiroga before departure that the long flight between southern Bolivia and Medellin was at the limit of the plane's maximum range.
She has now sought asylum in Brazil, saying she is being persecuted."

Why is she being persecuted I dont understand?

Its probably some sort of religious thing. That she put some sort of hex on the flight by saying something like that before the departure.
