why has this investigation and banning only been done by the horse racing authorities and not through the proper criminal justice system? Corruption in cricket led to prison sentences, corruption in horse racing led to a ban from betting shops. Makes no sense to me.

In cricket, if you play to lose then it has to mean the other side wins. In racing, there are numerous participants. So if your jockey is 'stopping' the horse he's on you can 'lay' the horse to a profit but no-one can say he would have won anyway. It's therefore difficult for the Police to prove anything to the criminal standard. It's actually also very difficult for them to prove the 'stopping' - as demonstrated in the Keiren Fallon case.
