perhaps he is the only person available to do this and his job has got him doing all sorts of other things, and also that fact that it is 5.40pm (from your post), he may have thought enough is enough I am going home. Also consider he may not be getting paid for ALL the duties he is being asked of, wether or not its a priority etc etc...
