No... technology diverts the criminal away from certain offences or targets and creates new situations to offend or target. There is a criminological theory called rational choice theory which asserts that offenders make a choice to offend based on certain factors such as visible target, value of the goods, security systems etc. It could be argued that the increase in home security system makes house burglary less likely ecause it is more risky... so will this lead the burglar to commit street robbery or white collar crime such as fraud. Another factor in this is that the development in technology... everything is now smaller and lighter... TVs, mobiles, MP3 players etc.. easier to steal. No one ever nicks a washing machine do they.
I was thinking more in terms of...... ...car implant and roadside systems that know where any car is and what speed it's doing, better ID of individuals such as retina scanning and DNA sampling etc.

The discovery of dna is possibly the greatest breakthrough in crime detection since the finger print. Since 1981 successive Governments have increasingly moved towards policies of control when dealing with offenders through risk assessment, multi agency panels and sex offender registers. This is why the Monckton case is making the news today- because their are issues about the breakdown in this control within the London Probation Service.

It'd be nice. But whilever there's room for human error, even the most advanced technology isn't faultless. For example, look at the amount of times that incorrect scans have made the news. The data might have been right, but it's been filed wrongly, misplaced, and the wrong people notified. Now, imagine that those scans had been DNA files, and people had been arrested on the strength of them...
What is interesting.. Did you know that tagging was developed in the states... It was a Judge who was reading a spiderman comic and there was a story about a criminal being tagged- and he thought wouldn't that be a great idea.
I think they'll probably legislate for that eventuality. They could always give it a quick check before throwing away the key.
As Dispatches pointed out last night - Everyones face will be on an ID card and UK has the most CCTV cameras anywhere in the world. If they linked the two together and used face identification technology (currently in its early stages of use) with CCTV cameras, they could track every person in the UK at the mere touch of a button. The future is already here im afraid and its not some cool video game.
