Yep - didn't paint him and his govt in a good light. According to the film, they had the chance to capture Bin Laden in 1996 but failed to act due to red tape and the in 1998 they told the Pakistanis of the rocket attack on his base, and they then tipped Bin Laden off. They haven't got to the Bush years yet.
It's hard to say... The 2005 BBC documentary mini-series "The Power of Nightmares" completely contradicts everything that the 9-11 Commission puts across in their film. The former is a great piece of TV that's really worth a watch, although it was always going to be wide open to criticism. http://news.bbc.co.uk/1/hi/programmes/3755686.stm It would be interesting to watch the two films one after the other. (Well... as interesting as viewing 10 or so hours of back to back global-political documentary film making could ever be!)
