    It all depends

Is it a commercial DVD of, say a movie or a TV series, or is it a DVDR you're wanting to duplicate?
DVDR's are easy - any burning software will cover it.
Bought DVD's have copy protection and are likely to be dual layer.
Although double layer blanks are readily available most are single layer which means recompressing the DVD's contents to fit. With the DVD in the drive, go into My Computer, right click on the DVD drive and do Properties. If it's bigger than about 4.5GB it's dual layer.

In this case, use DVDFab Free to overcome the copy protection and copy the disc to your hard drive. If needed, DVD Shrink to recompress to fit a single layer blank then your burning software to burn it. If you have no burning software, ImgBurn is free and a good start.

A search engine will easily find all the software listed.
