That's the FA though - covers the Premier League and non-leagues. May be different to the Football League.
RE: it covers all clubs- I know we are a full member of the FA, but the Football League are responsible for the administration of their 3 leagues, hence it was the Football League that brought in their regulations about administration at a different time to when the Premier League brought in theirs. It may be that the regulations are the same but it will be administered by the Football League.

I have just spoken to an insolvancey practicioner ... who handled the administration of a club. If the club holds the meeting which puts the club into admin prior to the end of the normal football season then the deduction is this season. Leeds have until Sunday. He says it takes approx 1/2 day max to put them in admin. He said he thinks Rov convened the meeting in the 05/06 season but didn't hold it til06/07 season therefore points deducted in 06/07
Until yesterday I'd thought they couldn't get away with it Now, I think they will ... and the rules say they can ... even though it seems unfair.
RE: Until yesterday I'd thought they couldn't get away with it (rulez) Rules are rules. </p> Whilst not wishing to detract from the glee in the problems at Elland Road, I think it only fair to point out that it was only a short time since we were in administration and had we not gone into admin when we did we would have suffered the same fate as Wrexham and Rotherham. Rankins injury time goal would not have mattered and we'd have been playing bottom league football in the 2003/04. </p>
Brian Clough - " if my aunty were my uncle" didn't happen then though cos the rule wasn't in place.... but on reflection, thats the rules and everyone have to abide by them... however, I do think they ought to re-visit them to stop this happening. Quite how they would though is another thing. but it is obvious that they are doing it to avoid the penalty next season just look at what boston are doing.... they have already talked about it, but will not table it until after the season, so they can actually stop up this year.... clearly, somthing is wrong when they can make big effects on which season they choose
It does sort of get around the reason for the rule It was put in place to stop teams getting an unfair advantage by spending big and then clearing their debts by going into admin if it alll went wrong ... like wot Leicester did.
RE: It does sort of get around the reason for the rule and like leeds are trying to do now. if they are allowed to do this then this will open the door to a load of others that think "oh ***** to this, we down so clear our debts" the rules need to change
