its because rivers flood into flood plains - always have done, always will do, its a fact of life. I remember in the 70's the Dearne at the back of Oakwell regularly burst its banks and turn the valley into a lake. If people continue to build and buy property on a flood plain then they can expect to get wet now and again.
I do wonder about that new estate near RSPB Old Moor Construction was delayed months because the land needed draining and every time they drained it it flooded again. They finally got it dry and did loads of building down there. I wouldn't be surprised if they're paddling tonight.

unfortunatly when concrete covers the land which formerly allowed the water to pereate back into the river network naturally the water has nowhere else to go so it causes floods, common sense really, the environment agency charts/plans re areas prone to flooding should serve as a warning to potential buyers in some areas and as Richard says in some areas I bet the residents will have a battle on their hand re insurance claims
