Chien's Chinese background it's not something he will freely let people know about. If he owns any part of that company then he's not short for cash I can't imagine. There were 2 or 3 (self included), I think Deetee and Jay also, but apologies to anyone else who did a bit of digging. It was extremely difficult to get access to anything of note in the HK jurisdiction from overseas (which I expect is part of the point of having a holding company there!). It was a fair while ago now and a real pity that the initial concerns of a few are now more common in the fan base given the owners repeated actions and inactions.

A lot of it comes down to assets (net worth). Sure, Chien (and his consortium) might have a net worth of xxxbillion $ but that may be tied up in a whole host of different things - companies, football teams, property, land, etc etc. I have friends who on paper, are millionnaires - could they give you a million pounds tomorrow if needed? No, absolutely not, they probably wouldn't even be able to give you a few hundred if needed. It may take months or years for them to have access to that kind of figure.
But I think they are involved in a number of investments outside of football. I don't care what they do outside of sports entertainment. I DO care about what they do at BFC. Nice fans wanted rid of them, Nancy fans want rid of them. We want rid of them. Not looking like a good track record on the sports entertainment front is it?
The quote on the OP is from L'Equipe, an incredibly reputable journalistic source operating on an international level. I suggest we take it as read (provided L'Equipe genuinely did publish it). I just wish the bigger UK dailies would pick up and look into BFC's situation.
