Why not? Before the start any 2 sides should be able to meet in final. They cocked it up last time because they were trying to keep South Korea and Japan apart and playing at home
Until last world cup Way it's done is that you cannot meet the team you come out of your group with until the final - you end up in different halves of the draw....so basically any 2 sides could meet in the final. The last world cup they frigged it so that South Korea and JApan were kept apart and couldn't possibly meet unless they got to final, meant both could play all tehir games in their own country. That meant the 2 halves of draw were sorted from the start and you would meet the team from your group in the semi
