Can someone explain to me exactly how we will benefit from having another, English, parliament governing us. Presumably it'll be another set of faceless MPs based in London governing from afar and leeching off the gravy train.

Will Cameron and co get a pay cut to go with their reduction in responsibilities?

If they are serious about devolving power for England then it needs to be based out of the capital - maybe Birmingham as somewhere roughly central...

I'm not sure if the intention is to create another body more to exclude non-English MP's when bills that will only affect England are being discussed.

    That is fraught with issues.

    1. If, for example, Labour are elected with a majority in part due to the number of Scottish MP's but then they can't even implement their legislation because a number of MP's can't vote.
    2. What if the Prime Minister is from a Scottish constituency?

If we are going to go down this road, then to me the only way to do it is through a separate English assembly and have it elected 2 or 3 years after the General Election so you aren't almost guaranteed the same make up.
Given it's only just being mooted then I don't see that there's been any suggestion that it should be in London, in fact given that it would probably require a new building I'd imagine they'd look to build it elsewhere.
