No. Don Roweing said on Tuesday that Shepherd had nothing to do with the decision of 2 per person and the whole thing. He also said that he's been off work ill for the last few weeks so I am assuming he is still off work.
Shepherd was at the ground on Monday, as he took the time to talk to the fans queuing for a while. He might have not have been there long though.
