It sounds like he doesn't need to know which players to target as he is not involved in the process. He is just the head coach and has to work with what he is given.
I thought the exact same when I read it this morning. I'm thinking that because the takeover took so long, targets haven't been properly identified as he didn't know how much he would have to spend etc. I can see it being the likes of Ryan Hedges and Callum Elder being brought in again rather than players we really need.
No it's reads as he has not input on who we sign so it makes no difference if Hecky know the budget or not.
I've just listened in full again - I'd suggest that he's talking about players already signed under the previous regime when he talks of too many of a similar ilk - Moncur/Mallan for example. He then talks about going forward and individuals and departments from here on in not working in isolation, and working together to get a more coherent squad together. "It should happen on the 1st - it dunt" when asked if players will come in straight away - who's been identifying targets so far ? Certainly not the new lot I'd suggest so why haven't we got players lined up ? I hope, as I suspect PH would prefer, that the new regime talk a bit more directly to him and the coaching staff about new players rather than 'just' the spreadsheet dept. Player analysis notwithstanding. Also he seems to suggest that identifying players with potential from the lower leagues is fine, but now whoever identifies players now needs to look for established players and 'back their judgement' - again my take is he wants the spreadsheet amending, and let's see just how good it/the person(s) behind it is.
True to the stereotype I think we've being doing things on the cheap with the spreadsheet and Barry Taylor's ZX Spectrum (running Android OS 4.4 - 'Kit Kat') only had the capacity to run the database for two letters, 'M' (Macdonald, McCarthy, Mowatt, Mallan, Moncur, McGeehan, Mamadou, McBurnie) and 'P' (Potts, Pearson, Pinnock). I think Hecky is desperate for us to splash out so we can use the full version with the other 24 letters in it
