How actually hands out the contracts and agrees wages etc

Rite.... Wilson wants Jimbo to stay which means he's part of his plans along with others of cores. Who actually says rite will offer him this much a week/month???

If Wilson wants him dose he have to stipulate how much had really wants him for the club to offer the rite money to keep him???

Just baffling how the system works and who actually makes the decisions etc
