How can this be allowed to happen?

One school has in the last three years had three instances of teachers having sexual relationships with pupils and has a governer, a former priest, who has had allegations of sexual abuse made against him, strong enough that even the church suspended him yet was allowed to keep his position on the schools board.

It's the school where the young lass ran away with her maths teacher and here's a brief rundown of the failings at that school.

    1. A teacher groomed two seperate pupils online and was jailed for having sexual relations with them both.
    2. A governer was banned from the church after a CRB check revealed allegations of sexual abuse. The school saw the same CRB check and allowed him to continue.
    3. The school refused to disclose it's child protection policy when asked by child protection campaigners.
    4. A teacher was allowed to hold hands with a pupil on a school trip.
    5. Despite a complaint from pupils that an inappropriate teacher/pupil relationship was going on the school didn't investigate or take any action, in fact they allowed the same teacher to have private tuition lessons with the pupil in his home.
    6. The teacher wrote a song about his relationship with the pupil which the school was aware of and again they did nothing.
    7. Complaints were made to the police about the teacher and he was allowed to keep his position.
    8. The teacher abducted a pupil.

How exactly can one school fail so many times?
