Are you trying to change your screen resolution or simply trying to make your icons smaller assuming they are set to large (you have a choice large or small). If the latter...
To change Windows visual effectsYou can turn specific Windows visual effects on or off. For example, you can display shadows under menus to give a three-dimensional (3-D) effect, indicate folder types with watermarks, and increase the size of icons.

You can change some visual effects in Display Properties and others in System Properties in Control Panel.
    Change visual effects in Display
    Open Display in Control Panel.
On the Appearance tab, click Effects.
In the Effects dialog box, select the check box for those items you want to turn on.
If screen resolution make sure your monitor and graphics card supports the resolution and refresh rate you are wanting. the higher the numbers e.g 1280*1024 as opposed to 800x640, the smaller things appear but the more you fit on the screen..........
As another post says R click on desktop L click properties L click 'Settings' and select screen resolution slider moving right increases resolution (makes things smaller and moving left reduces it (makes things bigger). REMEBER flat LKCD screens usually have a 'native' resolution depending on quality this may be high res or lower. Chnaging from that may cause flicker or slightly fuzzy view. Suck it and see but dont blame me!!
