No You are forgetting all the tickets sold so far. It's a big thing for the host city, and UEFA are wanting to make more of it for hosts cities with a week of events in a similar way to the lead up to the Superbowl. There have been finals before where both teams have been from same country. Probably cheaper to fly from Manchester to Athens than get a train to London!
