It's just bad reporting. It's a life sentence, not jailed for life, which means the sentence lasts a lifetime, so even if someone is released they can be recalled to prison at any time should they breach conditions of their parole or commit another crime. The minimum term means he has to serve at least that period of time after which, as Ponty rightly says, there's no guarantee of parole. Whole life tariffs do exist but are pretty rare. Not saying whether the term in this case is right are not by the way

Offenders aged 18 to 21 although subject to the adult criminal law, serve any custodial sentence in a young offender institution. The prevailing ethos is that of reform and rehabilitation. Minimum sentences therefore tend to be lesser, with most offenders being deemed capable of redemption. Not saying that's right or wrong - but that's how it is.
