Canada Vancouver recently won the "best city in the world to live" award I can see why as well - only problem is it rains as often as Manchester
India - South Goa to be specific i'd live there for 5/6 months (nov-apr) then greek islands the rest of the year, no kids so don't care bout schools, just want sun, beach and nice food !!
France, Spain or Norway I could say USA, Chile, Tahiti or New Zealand but I haven't been to them yet.
Only ticks two your 3 boxes.. on education and employment.... the climate is not great.. But Ireland... and I did !!!!
I might consider Derbyshire. Most folk who go are moaners so they'll easy find something to moan about whereever they go.
Canada, know a couple of people that's done it and have no regrets.
If not, Amalfi coast in Italy when I cash me chips in.
Trouble is, I'd be relying on Barnsley World for updates.

Recently I read an article about Torrevieja in Spain being.... the healthiest part of the world, owing in part to having it's own micro-climate, well, I went last week and let me tell you the place is an absolute shithole, a graffiti ridden dump with sunshine, Majorca would be my retirement destination.
