In the World Cup , are all non-starting players available as Subs?

I think Crouch would be axed and rightly so. I can't see him being a significant threat against the better sides. Italian defenders (for example) wouldn't be troubled by him.

Fancy Crouch to cause a bit of havoc against the South Americans, assuming the referees don't blow up everytime he jumps higher than a midget defender.
