Not sure that the article is concentrating on the right issue I cant see why anyone in the UK should need to edit Wiki anonymously ( can see it being a problem in totalitarian states though)

But the idea that the ISP's are blocking " potentially illegal" sites hosted in other countries is a bit concerning
