    I'm trying to find out what happened to Klingons' heads between TOS and TNG and it won't let me on any of the sites.

    It's obvious

    Aliens of superior intelligence and fine moral character landed on the Klingon planet. They then used the puny Klingons to develop and test an experimental new head design.
