Is the 40 mile+ postal request thing available for non-ST holders?

    It doesn't say

    But they haven't asked for p[atron codes so I assume it's for everybody. Don't understand why they need WRITTEN permission though. You can normally order & pay for things verbally over the phone. I suppose email would count as written though.

    Should imagine it's for both - or that would be even more stupid. Thing is it would probably be quicker to do over the phone.
