Yes in the strictist sense In that it's assigning a particular character trait based solely on race (well, colour, but that's what people take race to mean). But I'd argue that for something to be racist there hasn't just got to be a distinction made, but that it should also be offensive and I reckon you'd have to be ten shades of special to take offence at that.
