If he's in a cabled area, Virgin Only ISP I've ever had since coming off dialup in 2001 (Blueyonder at the time but became VirginMedia) If they're stuck with copper wire ADSL I am in no great position to recommend. My parents have Tiscali, which has been largely trouble free but trouble means 0871 numbers, long hold times, Indian call centres and little or no remedial action. A friend has Sky and likewise. To be honest though I think margins are tight at the budget end of the ADSL market and all the cheaper providers are much of a muchness on that front.
Virgin again... because its 20Mb with 50 Mb on its way and you get ESPN wi the XL tv package.....or get yerself a Eurovox thingy and get the lot and more fer free.

Just go to VirginMedia.com Click on the Broadband, TV and Phone tab. Put his postcode in the box top right and see if he is in a fibre optic area.
